Rena will become like Keiichi in that arc, and the story's told from her point of view. The eight arc also shows interesting things, as Akasaka will be returning. It'll show why the murderer did it, and what Oyashiro-sama really is. Sortof like an epilogue. The anime really won't be feeling complete if the OVA really isn't coming... It could be someone else as well. Also, I'm still not sure whether Irie's the culprit, but I think we'll find out about this in the next arc. Takano, however, indeed is very suspicious. I'm still thinking that Tomitake looks too much like a military and that Takano is never really dead in each arc and the strange decease,so maybe some kind of "experience".Also at the end of arc 4,it looks like the one to take care of the situation after the gas incident are from the army,but maybe there wasn't any volcanic gas maybe it was just an official excuse. Anyway I'm sure that the truth lie in the hospital,and as for me Takano and Irie remain the principal suspects. As for the OVA I'm not too sure about an early release since the 8th arc just shipped at comiket a few days ago.Meanwhile they may be tented to profit of the success and do it quickly before it vanishes.
