Considering he probably washed up at most a day after episode 18, and at the end the father returns - and we do see the father fighting among Hijikata's troops, which was described as "half a month ago" - so I don't suppose it was a sudden change of heart or something. I'd rather they had Akizuki develop somehow, like this, than have him not develop at all.
