Eve visits the information office in 1931, not 1932. She arrived there right when the two Runorata thugs were leaving, and as shown in an earlier episode, the two thugs visited the office in 1931. The only scene that I can recall taking place in 1932 is Eve and her Butler at the docks, watching the men hoist unknown stuff from the water. Szilard is acquainted with Maiza prior to 1930; when Ennis is driving Szilard (shortly after ramming into Miria and Isaac) in an earlier episode, Szilard mentions something about Maiza losing his mind. This would explain the logical lack of necessary contact between Maiza and Barnes.
