Oz did meet his father again at Zabrie (about 2 chapters ago I think) but it seems like the plot is just getting started since several new aspects were introduced, so I guess they just wanted to find some kind of ending for the anime in case they won't be able to do a 2nd season. This might indicate that there won't be another season, but even Kuroshitsuji will get one and I don't think anyone expected that...
